take her to a cat groomer every 6 - 8 weeks if she is able to be handled.
if she is to nasty to be groomed then she would have to go to a groomer that works for a vet so it could be sedated for the grooming.
You might consider taking her to a vet to get sedated and shaved down. If you don’t want her completely shaved, they should also be able to give her a “sanitary trim” on her back end so it will be easier for her to keep things clean.
they make those gloves with rubber bristles now so its like you are petting your cat and grooming them at the same time. its worth a try. if she doesnt know its an actual brush she might not hiss and claw. you can find the grooming glove at most pet stores and maybe even wal mart.
Take your cat to the vet and ask for her to be strip clipped. We do this several times a year and our cats LOVE IT! We no longer have nappy looking cats, NO HAIRBALLS, no cat hair on furniture and clothes!!
The hair will grow back and be beautiful. When you notice hair on the furniture it’s time to take them back again.
You can have teeth cleaning done at the same time and updates on shots.
Some kittens are more temperamental about being brushed. I know that was the case with mine. At one year old he’s been easier to groom. Take it slow and rather than use a brush find a good comb. Perhaps a Greyhound (brand name) comb will work well for you. Work in small sections and do a little at a time, several times a day. You might also consider taking her to a groomer or vet and have a sanitary clip done around her backside, or maybe even a lion clip for the summer. I’ve also found that while grooming offering a treat of some kind either during or right after will help them to associate grooming with good things happening. If she likes hairball laxative you could have someone offer it to her while you comb her out, or just offer kitty treats after you groom.
Three ideas:
Try to bribe him with treats as you brush him. I got my cat to tolerate toenail clips with a crunchie for every toe. You can do the same with brushing if you have a food motivated cat.
Get a professional groomer to work on your cat.
Get the vet to trim your cat’s hair on its belly and backside every six months or so under sedation. My mother-in-law does this with her Maine Coon who will absolutely not put up with grooming on his belly. He usually gets his dental cleaning at the same time.
Talk to your vet about getting some sedation pills called atravet or acevet if your cat will allow you to give the tablets otherwise i would ask if the vet has grooming services available so they can sedate her and brush the mats or shave them depending on how bad they are.
I am one of the few groomers that does cats in my area. I have one old boy that has been coming to me for years. He comes once a month for a brush & comb. He totallly refuses to ever clean himself and won’t let his owners comb or clean him, and he’s a short hair. He always has tiny matts all over his body and it’s always an exercise in patience to get them all out. But we do it. Him cursing and me combing.
Try to find someone close to you and see if they will do this partial groom on a regular basis for you. Cats don’t normally need too many baths because most of them do clean themselves. The old boy gets two baths a year.
